Luc is the Deputy Head of Insight and User Research at Her Majesty’s Courts and Tribunals Service (HMCTS) where he leads work to ensure that data and evidence is used effectively and efficiently to deliver a reformed Tribunal service that is built around the needs of the user. Luc has been in the Civil Service for 10 years with previous experience at DfE and HMRC where he has helped set up the government’s largest insight functions. Prior to this he worked in the private sector and in academia at the University of Oxford. Luc and his team work across all Tribunals including: providing a logic model and evaluation plan for Social Security tribunals (SSCS), an understanding of digital capability through modelling and survey work and analysis of HMCTS data to understand the impact of reform. Luc is passionate about delivering justice services to citizens that meet their needs and increases access to justice.
