Caroline Sheppard

Caroline Sheppard was the Chief Adjudicator of the Traffic Penalty Tribunal from 1999 to July 2022. She and her team of 30 lawyers comprised the tribunal that decides parking and bus lane appeals from approximately 300 councils in England and Wales in the civil enforcement scheme. Having been the first Chief Adjudicator for London in 1992 she has been instrumental in driving the commitment to provide a user-focussed tribunal, is a champion of the use of technology for the tribunal case management and takes a leading role in developing the new award winning TPT on-line appeal system, as well as introducing telephone and video conference hearings.

Caroline Sheppard is Chair of the Directors of the Whitefield Multi- Academy Trust, the largest special educational needs provider in Europe, specialising in education for children and students with autism and visual impairment.
